Haiti Unrest Situation Report #11




Highlights:

• More than 7,500 people have been injured or killed in Haiti since January 2024.

• As of December 18th, there are more than 700,000 Internally Displaced Persons (IDPs) due to the ongoing violence.

• In November, the UN Migration Agency (IOM) reported that more than 20,000 Haitians were deported from neighboring countries.

• IOM in November provided medical services to more than 4,000 migrants and displaced people in Port-au-Prince.

• On December 23rd, the Pan American Health Organization reported that the UN has provided the Hôpital Universitaire la Paix supplies to treat 3,000 people. This hospital is the last functional hospital in Port-au-Prince.

• The World Food Programme (WFP) has continued to provide assistance throughout the country:

o Léogâne (Ouest Department): WFP as of December 20th distributed 915 tons of food commodities to over 79,000 people.

o Port-au-Prince:

 WFP on December 23rd, delivered safety-net cash transfers to 42,000 IDPs.

 As of December 24th, WFP distributed 70,500 hot meals to nearly 11,000 IDPs across eight sites in the metropolitan area. In addition, food rations were provided to 27,980 vulnerable people in Cité Soleil.

o Port-de-Paix: WFP and Caritas Haiti as of December 29th resumed distributions of rice, beans and vegetable oil to more than 65,000 people.

o Saint-Marc: As of December 29th, WFP and Giradel Haiti started providing the second round of food assistance to families displaced by armed attacks in Pont-Sondé. In total, over 5,700 IDPs received rations of rice, beans, and vegetable oil.

o Boston, Cité Soleil: As of December 30th, WFP and its partner Makaya provided food rations of rice, beans, and vegetable oil.to over 8,600 people.

o Little River/Verette: On December 31st meals were distributed to more than 3,000 IDPs who fled their homes due to the violence in Bas-Artibonite.

• The UN estimates that in 2025, at least six million people will need humanitarian aid.

• Attacks on Civilians and Healthcare Facilities:

o Between December 6-10, at least 207 people (134 men and 73 women) were executed by members of the Wharf Jérémie criminal gang:

 Most of the victims were elderly individuals accused of practicing Vodou and allegedly causing the illness of the gang leader’s child.

 The other victims were family members of the elderly individuals who had attempted to flee the area or individuals suspected of leaking information about these crimes to local media.

 The victims were kidnapped from their homes or places of worship, transported to the gang’s stronghold and were either shot or killed with machetes.

 After the killings, the gang attempted to erase all evidence by burning the bodies or dismembering them, and then dumping them into the sea.

 Credible sources also indicate the involvement of specialized units of the Haitian National Police.

o During preparations for the reopening of the Université d'État d'Haïti Hospital on December 24th, armed individuals broke into the premises and fired on those attending the ceremony:

 At least four people were killed and 10 people were injured.

 This attack came just eight days after an attack on the Bernard Mevs hospital in Port-au-Prince during which it was vandalized and set on fire.
