Israel/Hamas War Situation Report #47




Military and Diplomatic Highlights:  

·         On April 26th, the Israeli Air Force killed Mosab Khalaf in Lebanon.  He was a senior leader in the Jamaa Islamiya terrorist organization.

·         As of May 1st, two more Israeli soldiers have been killed in Gaza.  This brings the total number of soldiers killed to 262 and 1,602 have been injured.

 

Civil Protection and Humanitarian Assistance Highlights:

 

Israel

·         On April 30th, the Magen David Adom (MDA) responded to a stabbing terrorist attack in Jerusalem.  MDA staff treated and transported one victim.

 

Gaza Strip

·         The UN Office for the Coordination of Humanitarian Affairs (OCHA) estimates that more than two thirds of the population have been placed under evacuation orders. 

·         On April 28 and 30, U.S. Central Command and the Royal Jordanian Air Force air dropped:

o   Over 50,000 Meals Ready to Eat

o   More than 26,080 meal equivalents of Jordanian food supplies.

o   Almost 2,250 tons of humanitarian assistance.

·         As of April 30th, World Central Kitchen (WCK) resumed their operations and delivered 200,000 meals.  A total of 276 WCK trucks (capable of providing eight million meals) are ready to enter Rafah. 

·         The UN Agency for Palestine Refugees (UNRWA) is continuing to deliver humanitarian aid.  Over the last six months, flour has been delivered once to at least 380,000 families.

·         As of April 30th, the Israeli government has reopened the Erez border crossing.  This allows aid to be brought in more easily from Ashdod and Jordan.

·         Humanitarian actors continue to face several access constraints across Gaza, including denials of planned missions or prolonged delays at Israeli checkpoints on Salah El Din and Al Rasheed roads that control movement between northern and southern Gaza:

o   55% of humanitarian aid missions to northern Gaza were facilitated by Israeli authorities.

o   27% were impeded.

o   10% were denied.

o   8% were cancelled due to logistical constraints.

·         U.S. Central Command is continuing construction of a floating pier in the Mediterranean.  It will be used to receive and deliver humanitarian aid to the people of Gaza. 

·         Healthcare and Public Health Update:

o   As of April 29th, the World Health Organization (WHO) provided the following update on healthcare facilities:

ü  In northern Gaza, five hospitals remain partially functional, providing limited health care services.

ü  In the south, six hospitals are currently operational, along with six field hospitals.

o   The Palestine Red Crescent Society (PRCS) field hospital in the Mowasi area of Rafah was established two months ago and has provided healthcare services to 18,730 people as of April 30th.

o   On May 1st, PRCS received a shipment of medical supplies from the Kuwaiti Red Crescent Society.  These supplies will be used to establish a field hospital in the Mawasi Khan Younis area.

·         OCHA reported that a solar-powered desalination plant has been opened in Rafah amid warnings of the entire water and sanitation system nearing collapse.

·         The war has produced an estimated 37.5 metric tons of debris. 

 

Violations of International Humanitarian Law (IHL) Highlights:

·         Since the war began, OCHA reports that there have been at least 800 recorded attacks by Israeli settlers against Palestinians in the West Bank.  These attacks have resulted in:

o   31 Palestinian being killed by Israeli forces or settlers.

o   At least 500 Palestinians have been injured.

o   80 homes have been damaged.

·         WHO reports that as of April 23rd, there have been 447 attacks on healthcare:

o   12 People have been killed and 95 have been injured.

o   52 Healthcare facilities have been affected.

o   289 Ambulances have been affected.

·         The PRCS reported the following, as of April 28th:

o   A total of 27 personnel (17 on duty and 10 off-duty) have been killed.

o   36 personnel have been injured.

o   23 personnel have been detained.

o   There have been 40 attacks on PRCS facilities.

o   25 PRCS vehicles are out of service.
