Military and Diplomatic Highlights:  



 

West Bank

·       On February 23rd, the IDF has been instructed to remain in Jenin, Nur Shams and Tulkarm refugee camps for the coming year, and that residents would not be permitted to return. On the same day, the IDF deployed tanks in the West Bank for the first time since the second intifada.

·       The Israel Defense Force (IDF) operation in the Jenin camp and other areas of northern West Bank which began on January 21st, is now in its fifth consecutive week. This makes this operation the single longest IDF operation in the West Bank since the second intifada in the early 2000s.

·       On March 4th, the IDF reported that they killed Isser Saadi, the head of Hamas in Jenin.

 

Lebanon

·       The Lebanese new government has called for the full implementation of UN Security Council Resolution 1701 which calls for the complete withdrawal of IDF forces from Southern Lebanon.

 

Civil Protection and Humanitarian Assistance Highlights:

 

Israel

·       On March 3rd, the Magen David Adom (MDA) responded to a terrorist stabbing attack in Haifa:

o   Four patients (3 in serious condition) were treated and transported to area hospitals.

o   One person was killed in the attack

 

Gaza Strip

·       At least 1.9 million people (about 90% of the population) are displaced.

·       On March 2nd, Israel announced a halt to humanitarian aid entering Gaza, including fuel:

o   The UN Agency for Palestine Refugees (UNRWA) reported on March 4th, that the continuous of aid supplies is crucial because a majority of the population relies on this assistance on a daily basis.   

·       Health and Public Health Update:

o   Between February 1st to March 2nd, the World Health Organization (WHO) has supported the medical evacuation of 1,136 patients, including 451 children, and 1,720 companions to receive specialized care in Egypt and other countries. About 12,000 to 14,000 people, including more than 4,500 children, remain in urgent need of medical evacuation.

o   The Polio vacation campaign ended on February 26th.  This campaign has reached 602,795 children under 10 years of age.

o   UNRWA health teams as of March 5th are still providing care at medical points in shelters. On average, UNRWA provides at least 17,000 consultations daily, with over 7.6 million primary healthcare consultations since the war started.

·       Food Security Update:

o   Since the beginning of the ceasefire, improved humanitarian access allowed the World Food Programme (WFP) and the UN Agency for Palestine Refugees (UNRWA) to deliver over 77,000 metric tons of food.

o   As of February 26th, World Central Kitchen (WCK) has been distributing cooking pots along with food essentials to families that have been displaced.

o   If the halt of humanitarian aid continues, at least 80 community kitchens may soon run out of stock:

ü  Among the kitchens that remain operational, some will need to start to adjust meal content or reduce the number of meals prepared to cope with anticipated shortages.

ü  Additionally, there would need to be a reduction of food rations.

 

West Bank

·       Tens of thousands of people remain displaced in Jenin and Tulkarm and humanitarian partners have mobilized to scale up assistance to families in need, amid an increasingly challenging operating environment.

·       The Palestine Red Crescent Society (PRCS) has continued to provide humanitarian assistance.

·       On February 28th, PRCS successfully evacuated 40 people from the Nur Shams camp.

·       WFP is exploring contingency plans to expand assistance, ensure food aid delivery, and address critical needs while prioritizing humanitarian access and support for displaced populations.

·       WCK has expanded its operations in the West Bank.  They are working with local restaurant partners to provide hot meals to displaced families.

 

Violations of International Humanitarian Law (IHL) Highlights:

 

Gaza Strip

·       As of February 25th, an estimated 59 Israelis and foreign nationals remain captive in Gaza, including hostages who have been declared dead and whose bodies are being withheld.

 

West Bank

·       On February 21st, two children were shot and killed by Israeli forces in Jenin and Hebron.

·       Attacks by Israeli settlers on Palestinian communities over the past week have resulted in the injury of at least 10 Palestinians, widespread damage to property and the displacement of at least 17 Palestinian families.

·       On February 28th, the PRCS reported that the IDF targeted a PRCS team by firing warning shots at them while they were in route to evacuate a family at the Nur Shams camp.  The IDF also prevented the team from carrying out their mission.
