Myanmar Earthquake Situation Report #3

Highlights:  

·       It is estimated that over 17.2 million people across 58 of the country’s 330 townships have been affected, with over 9.1 million exposed to the strongest tremors.

·       The regions affected contain the highest number (1.5 million) of Internally Displaced Persons (IDPs) in the country.

·       There are over 3,500 fatalities and 5,000 injured. There are over 200 people reported as missing.

·       The Myanmar State Administration Council declared a 20-day ceasefire on April 2nd to facilitate relief efforts in earthquake-affected areas, although there have been reports of sporadic incidents in some areas.

·       Rescue teams continue recovery efforts to find anyone who remains in the rubble. The response is now shifting to relief and early recovery, as thousands remain displaced.

·       Rainfall on April 5th in Mandalay and Sagaing has impacted rescue and response efforts and worsened the living conditions of people who lost their homes. The Department of Meteorology and Hydrology forecasts that rain and strong winds are likely to occur across many states and regions until April 11th.

·       People left homeless by the earthquakes are exposed to extreme heat during the country’s hottest and driest month of the year, while the looming monsoon season poses an additional threat to those sheltering in the open.

·       Initial rapid needs assessments covering 588,000 people across 31 townships in seven states and regions, including Nay Pyi Taw Union Territory, have identified people’s urgent priorities as:

o   Food and drinking water

o   Health care

o   Cash assistance

o   Emergency shelter.

o   Among those assessed, 47% have yet to receive any form of assistance.

·       The Myanmar Red Cross Society (MRCS) continues to respond to this disaster:

o   Between April 4-5, the Chinese Red Cross Society assisted in the set-up of temporary shelters that will support 432 households in Sein Pan Yat.

o   On April 5th, the Thailand Red Cross provided the following relief supplies to MRCS:

ü  255 Boxes of Cookies

ü  21 Cartons of Paragen

ü  2000 Pcs of Wild Lives

ü  40 Boxes of Calamine Lotion

ü  100 Thai Relief Kits

ü  580 Body bags

o   The MCRS on April 6th in response to heavy rains in Sagaing, distributed tarpaulin sheets to 119 households in Tagaung.

o   On April 7th, they conducted assessments in Taungoo, Bago and NayPyiTaw and are distributing clear drinking water and building temporary shelters. 

·       Healthcare and Public Health Update:

o   At least five health facilities have been heavily damaged and 61 partially damaged.

o   52 Health cluster partners are currently supporting the earthquake response in 15 out of 58 affected townships.

o   Seven Emergency Medical Teams (EMT) have been deployed so far to Mandalay and Naypyidaw, with no EMTs deployed to Sagaing and other affected areas.

o   There are reported shortages of critical medical supplies.

o   There are currently no confirmed outbreaks yet in spite of several alerts on diarrhea cases from earthquake affected areas, but lack of access to safe drinking water and sanitation there is a significant risk of water-borne diseases including cholera.

·       International Assistance:

o   On April 2nd, the Singapore Armed Forces deployed two C-130s to delivered humanitarian supplies.

o   An ASEAN Coordinating Centre for Humanitarian Assistance (AHA Centre) In-Country Liaison Tam was deployed on April 4th to support response operations.

o   The ASEAN Emergency Response and Assessment Team (ERAT) is also conducting rapid assessments and coordinating humanitarian assistance.

o   The AHA Centre on April 5th delivered more relief supplies (tarpaulins and kitchen sets).

o   As of April 4th, the World Food Programme (WFP) has reached 24,000 survivors and are scaling up to assist 850,000 affected people.

o   On April 2nd, a European Union (EU) Humanitarian Air Bridge flight transported 80 tons of supplies (tents, health and hygiene kits, etc.).

o   A team of 12 EU experts from Sweden, Finland, the Netherlands, Slovenia, Luxembourg and Norway will be deployed to Bangkok and Kuala Lumpur in the coming days to ensure assistance from EU Member States reaches those in need.

o   On April 7th, the EU allocated an additional €10 million in humanitarian aid to support those affected.
